Goal: make the "blsync" tool capable of serving the same REST API that it requires
Status: implemented, needs some cleanup before review

Note: this does not mean implementing all endpoints defined by the CL API specs as this would be impossible based on a light sync of the beacon chain; the goal is to be able to propagate CL light client data between CL light clients in the same format they consume when connected to a full beacon node.
