City of Secrets hyperlinks don't work

Download https://ifarchive.org/if-archive/games/glulx/CoS.zip and extract CoSv3.blb

Type help to activate the help system; it dumps a bunch of blue hyperlinks into a grid window at the bottom of the screen, but when you click on them, they don't work.

This doesn't work in Parchment, either; it's presumably a bug in Glkote.
