This is better described at charybdis-ircd/charybdis#267 than I can on mobile at midnight.

It seems this was previously ripped out of Ergo #58

PROXY support was ripped out, but I put it back ;-) 99f02ed

I thought about this and it seems conceptually close to the question we had about I2P support:

In particular, the I2P address seems to be the worst of both worlds: for normal users, it's a supercookie that identifies them, but for malicious users, it's cheap to rotate and therefore doesn't protect against spam.

so my initial reaction is that it's a wontfix.
