Integration tests and --only-latest #213

Currently, integration tests run with --only-latest on. While that's a good start, it has two issues:

for ATF (and eventually FEC), we want to run with actual history
--only-latest uses the current date for its tests. Spun that into Use annual edition date for --only-latest #212
