ability to set default range/date to charts

Would it be possible to add the ability to define the default range/date to apply to charts such as 'Downloads', rather than the display being based upon the date range of the statistics data itself.

Request has originated from Victoria University Research Repository (VURR) who would prefer the chart boundaries to reflect that items have been added since 2004, even if downloads only started to be captured from 2008.
