Check if coversheet templates have changed before running check_coversheets

When a coversheet template is updated, ideally all affected eprints should have their coversheets_dirty field set to TRUE. However, doing this in the web interface may not be a good idea as the user could be waiting a long time for the page to reload. When check coversheets runs feels like the best time to check and update this.
