Recovery includes all backed up configurations and snapshots:

Prometheus data snapshot
Prometheus configuration /etc/prometheus/

Tested on Ubuntu and RHEL.
I backuped grafana dashboard prometheus settings and alerts. Everything restored (and backed up) properly.
