Traffic-intensive networks, such as WAX, cause problems in state history processors because they are too slow in rolling back on forks.
A new parameter in ship request, "blocks-behind" should tell the state history plugins to stream only the blocks which are this number of blocks behind the head. So, the state history processor will have the data that is a few seconds late, but it will dramatically reduce the number of forks to process.
