Create vanilla theme project-specific parametrizations #130

Should create new branches in the repo which will contain the keycloak vanilla theme's parametrizations for the various projects.
It will contain:

the project specific configuration file
a github action (yml) file which
- checks out the vanilla theme (from the remote repo it resides)
- applies the current configuration (from the current repo)
- builds the theme
a github action which releases the above theme for this specific project

Done.
Keycloak vanilla theme has a master branch which has the theme and a default config. See HERE
Created a branch named dissco which holds

the project specific configuration
the github action to create the release whenever a tag is created
