With the architecture of modern smartphones, i think it would probably make more sense to show CPU usage scaled to 100% being full utilization of one core, at least as an option.
With the current system, my phone "pegs" at 16%, and I don't think it could ever exceed 50%, since the little cores aren't use st the same time as the big cores from what I understand.
