Add ability for an action to require secondary approval/closure (workflow)

Some users have suggested that some actions should not be allowed to be closed by just anyone. In some cases, the user wants one actionee to be able to change the status from open to closed (or something else not open) but before the action is fully closed, it should also be approved or closed by a manager/overseer/gatekeeper. This would make more a workflow, where an action requires more than one person to fully close it out.
