AutomaticParallelism IR pass is by default disabled since very long time. It creates Name.Special IR elements. Handling of these elements was disabled in #11577 making the AutomaticParallelism pass even more deprecated.

Consider removing AutomaticParallelism as well as Name.Special.

The Special concepts do not seem to be used at all and are already being removed.
