After landing #311 and releasing in 7.13.1 a newly generated project receives the following error:

Unable to satisfy placement constraints for Babel plugin @babel/plugin-proposal-decorators

Steps to reproduce:

ember new foo
cd foo
yarn add -D [email protected] # version with the issue
ember build

As a temporary work around, I've reverted the changes in #311 and essentially republished 7.13.0 as 7.13.2 while we figure out the right course of action.

Once we've figured out what is going on we should bring those changes back.
