Registration SMS not delivered to Georgia

Georgia requires registration for an alpha originator.

UK VMN is (stated as being) supported.

We should either use a UK VMN sending messages to Georgia (there are other territories where alphas are blocked but VMNs supported, so this work wouldn't be Georgia-specific) or add Georgia to the list of unsupported territories for MSISDN registration.

I am going to close this as OpenMarket claim that alpha originator registration is no longer required, please reopen if there is still an issue. Unfortunately I cannot test this to verify the fix (if anyone can test it, please reply with @kittykat and let us know the outcome).
