Therefore if you don't spot the permalink immediately, and start to scroll to try to find it, you will never find it

This an unfortunate side-effect of matrix-org/matrix-react-sdk#5823 I think... Ideally we can preserve the highlight state without trapping navigation like we did before that PR.
