No notification on lockscreen when app is unloaded with E2E-encryption enabled

We noticed, that for rooms with E2E-encryption enabled and "show content in notification" enabled
in the riot.app, no notification will appear, when the riot-app is inactive/unloaded.

When we disable "show content in notification" we will get notifications in the lockscreen
even when the app is unloaded/inactive.

I think it would be best in this cases at least notifications without content should occur.

(Tested on IOS11 and direct-chat-room)

Which app version?

I am fixing a general (not only in e2e rooms) notifications issue. The issue is described at #1696.

Problem didn't appear again after the recent updates, so closing the issue for now.
