Not sure if the observability-docs repo isn't restricted for the tech writers. To be honest I'm good with both places.

Don't we have to give the tech writers some content for this? If this issue is to track public docs page creation, then, I agree we should move it to the doc repo. If this issue is for us to create preliminary content, then I think it's okay where it is.
