This issue is blocked because we reverted our docs here elastic/kibana#119013
Next steps:

• Move mappings to component templates (few days of work) [Fleet] Move data stream mappings from index template to component template. kibana#121184 - scheduled for 8.1
• Add ability to migrate Fleet packages during Stack upgrades [Fleet] Changes in package install format should be applied on Stack upgrades kibana#121099
