[Actions] Resolved action group should be not available for ServiceNow, Jira and IBM Resilient action types #83510

This issue is a follow up from the discussion
Currently we don't have a possibility to Resolve incidents for ServiceNow, Jira and IBM Resilient services, because there is no way to avoid deduplication of the incidents creating. Each alert execution cause creating of the new incident.
Till the deduplication feature will be supported, Resolved action group should be unavailable for this action types.
This decision was made to avoid the confusing UX, which can be as a result of the similar behavior for the PagerDuty incidents, where we have a support for the deduplication.
