When serializing field formats meta params should be dropped, as those are injected to every field formatter and provided by field formats plugin during startup (setup lifecycle).

meta params should be put under special property (meta) so they are easier to handle.

We are closing this issue in order to provide better transparency of priorities. This issue won't be prioritized in the near future. We track it in #163011 for long term planning.
