[Maps] Add drill down support to map embeddable

7.8 add support for drill downs. In the screen shot below, notice how there is a "Create drilldown" option in the visualization saved object menu

Maps embeddable needs to be updated to support drill downs and allow users to drill down to new dashboards when creating filters from a map.

It means that after a user has configured a drilldown for the panel, clicking the plus button will then create a modal with options asking the user to create a filter or select the drilldown link
