EUI is creating a new theme (codename: Amsterdam), that they would like to make available in the 7.x timeframe. As we did with the move from Kibana 6 to Kibana 7, there would be an advanced setting for toggling on this new theme (in 7.x) with it becoming the default for Kibana 8.

More detail will be added to this issue. We should also reference the previous implementation for this advanced setting.
