In order to fix elastic/elasticsearch#53763 a new starting state has been introduced for ML datafeeds in elastic/elasticsearch#53918. When a datafeed is in the starting state it should be possible to stop it. This requires extra UI logic.

Currently (i.e. Kibana built from today's master branch, Elasticsearch built from the PR branch for elastic/elasticsearch#53918) "Stop Datafeed" is not an option for starting datafeeds:
