[Logs UI] navigation improvements

The UX of the current navigation in the Logs UI (4 tabs) could be improved.

• Clicking the Logs UI icon in the main Kibana nav loads the stream. As a user, I have to wait until the view is loaded to navigate to the log rate or category tab. -> moved to [Logs UI] navigation and UX improvements #56728

• The tabs don’t seem very use-case driven but simply show in which order we built the features

• At least the log rate and category tab seem to be part of the “Analysis” use case. Maybe they could be connected or support each other in any way.

• The settings appear on the same level as the other tabs, although they are not really connected.

I think we can do better.

True, the loading spinner could be moved down in the hierarchy to only occupy the tab content.

The settings appear on the same level as the other tabs, although they are not really connected.

Two thoughts about that:

1. the unified header ([Observability] shared header component #48113) could contain that as a "page"/"context" action instead
2. We move it to the Kibana management section. We'd still want to have some kind of direct link to it though 🤔

We should also consider how we want to promote the ML features, currently, if you don't have the license for it, the log rate and category tabs are just not shown.
