[Maps] [SIEM] Map shows error requesting 'view_index_metadata' permissions but functions normally

In testing with a read-only user in the SIEM App, we came across the following error message when the map loads on the Network Page:

Unable to fetch index settings for index pattern 'filebeat-*'. Ensure you have 'view_index_metadata' role.

As seen in the image below, this error appears to be the result of the failed request to /api/maps/indexSettings?indexPatternTitle=filebeat-* (there are three in the image, one for each kibana index pattern we create layers for).

Note that the map continues to function without issue -- it shows data for all the layers, the layerToC renders as expected, and the tooltips function as well.

Speaking with @thomasneirynck, it looks like this may have been introduced as part of #53500, and so this issue is to discuss if we should require the user to have the view_index_metadata permissions to use Maps (and thus by extension SIEM).
