Management migration plan

Summary

ui/management code currently contains the management registries and UI specific code - management sidebar, index patterns management, saved objects management, and advanced settings management.

Management UI code will be refactored into plugins as those specific areas are addressed individually.

The new management api will be implemented along side the old api which will remain unmodified until removed.
