Currently it's possible to change the agent configuration index in the kibana.yml and via the APM UI settings.
The setting is called apm_oss.apmAgentConfigurationIndex and the default value is .apm-agent-configuration

Since the kibana_user role only has access to .apm-agent-configuration changing the index will make the user unable to use agent configuration
