Traffic light style visualisation

It'd be nice if we could have this so a user could have an easy to see graphic showing the state of a data point. This would be useful for things who's data points can be defined in corresponding levels - critical, warning, ok.

I've had this mentioned directly to me a few times recently and it appears to be something that most other visualisation platforms offer.

We have a number of features that can get at this visualization out of the box:

• In 8.1 you can configure a lens vertical gauge with color stops in the background
• In 8.1 you can also do a lens metric vis with a background color setup in different levels

At this point we feel this is a good fit for Vega / Custom Visualizations but will consider how to make examples like these more obvious for those who want this added visual effect.
