When selecting an absolute range of dates in the time filter, it would be helpful if the time was defaulted to 00:00:00.000 on the first day, and 23:59:59.999 on the last day, as this is typically the intention of the user selecting a date range.

I believe this approach fits well with other issues ( e.g. #2394 ) that aim to improve the handling of relative date offsets (for example now-14d TO now-7d).

Alternatively, a way to select 'whole days' in the UI would be welcome.
