Default value of Layers select box in Coordinate map is blank

Describe the bug:
The default value in the Layers select box in a new Coordinate Map does not match the currently used basemap layer (e.g. road_map).

Steps to reproduce:

1. Load the Sample Data
2. Create a new Coordinate Map visualization
3. Open the Options tab and notice the Layers select box is blank by default

Expected behavior:
The Layers select box should be set to the configured layer (road_map by default)
