[Discover] Time picker range displays differently than user selection

Describe the bug: Displayed time range shows differently than the user selection.

Steps to reproduce:

1. On Discover, use the relative dates to select
   • From: 75 years ago
   • To: 70 years ago
2. Displayed date of To reads 69 years ago

Expected behavior:
2. Displayed date of To should read 70 years ago

This was fixed by the upgrade to EUI 10.3.1
Now the timestamp of the 'To' field displays the correct value. because of the rounding, the value in the 'To' button is correct. When rounded to the end of the year, in the given example it's 69 years ago, not 70 years
