Changes

We are preparing to merge an update to the Logstash Pipeline Management plugin: #22902 (review). The goal of those changes is to move the plugin off of KUI and Angular templates, and to re-implement the interface using EUI.

As a follow-up to those changes, there are numerous recommendations on usability and UX improvements for the plugin that are detailed in review comments. These should be implemented after the initial set of changes is merged.
