Steps to reproduce (assumes ChromeVox or similar)

Open Kibana in a new tab
Tab to Management
Tab to the "Users" section
Tab to any user and press enter to enter the detail section
Try to tab to the change password link

Actual Result
5. User cannot reach the link via keyboard

Expected Result
5. User should be able to reach the link via keyboard
