In the new platform, we need a service that exposes to plugins a client for interacting with UI settings. The most important piece of functionality is the ability to retrieve the value of a specific UI setting, but more robust capabilities are possible.

At the very least, this needs to be in the browser, but I'm not sure to what extent we need/want this to exist on the server.
