In the new platform, we need a server-side Elasticsearch service that manages connecting and making requests to Elasticsearch. It should wire itself into the HTTP service (and background tasks service if that exists) to expose the ability to make requests to Elasticsearch with the relevant context.

It should also start up a search proxy through the HTTP service.
