Failed to load uploaded value list items

Kibana/Elasticsearch Stack version

Version: 8.15-SNAPSHOT

Build: 75674

Preconditions

• Please find attached file to upload under list items

Steps to reproduce

• Navigate to Rule page
• Click on Manage Value lists
• Upload the file from the precondition
• Click on file to view the content
• Observed the error "Failed to load list items"

Current Result
Failed to load uploaded value list items

Expected Result
No Error should receive on uploaded value list items

No error is occuring on 8.14 with same file

Sure, it's was fixed by this PR

There was fetch list items API broken, this why there were this error

thanks for the updating, we have validated this issue on latest 8.15-SNAPSHOT and now this issue is fixed. hence we are closing this issue.
