[Detection Engine][FTR] Add serverless RBAC tests for rule default exception workflows

In an effort to increase our test coverage, we should add a suite that tests the serverless prebuilt roles and alert status APIs. We have some coverage for ESS but none for serverless in x-pack/test/security_solution_api_integration/test_suites/detections_response/detection_engine/exceptions/.

Requirements

• Tests prebuilt roles can add rule default exceptions
• Test prebuilt roles can add exception comments
• Test that prebuilt roles that modify rule to add exception reference does not affect rule run
• Tests that any prebuilt roles that should be blocked from interacting with rule exceptions are blocked
