Closing for following reasons:

• Error message shows issue is not intrinsic to test but a CI/network issue.
• Has not re-occured since original in August.
• Test will be moved as part of [Security Solution] Enable API integration tests in Serverless: Rule Management area #164448, where we move our API integration to the new x-pack/test/security_solution_api_integration folder, including this test. There is already a draft PR open.. Either that PR or its follow up will include the move of this test to that new folder and an execution of the flaky test run to ensure that this issue was a one-off and not an actual flake.
