[Cases] Users can navigate to the configuration page without a platinum license #159773

In Cases, we disable the "Edit external connection" button if the user does not have at least a gold license. Users can still navigate to the configuration page if they enter the configuration page URL in the navigation bar of the browser. This is ok as users with a basic license are allowed to use the configure API and change the cases' configuration. In my opinion, we should not disable the "Edit external connection" button if users do not have the proper license as some settings are available for users with a basic license. Also, with #153836 we are going to introduce custom fields that will be configured through the case configuration page. To support them in basic license we should enable the "Edit external connection" button.
