[Cases] Bulk get comments in the case view page #154630

Label for the ResponseOps team (formerly the Cases and Alerting teams)
When a user navigates to the case view page all the case comments are being fetched. After #140096 the user actions the case view page fetches only a portion of comments and user actions. There is no need to fetch all comments anymore. We should bulk get only the comments the user sees.
