With #141124, we added a new static page that provides self-managed users with a link to instructions for migrating to Elastic Cloud. This page lives under Stack Management and is sometimes hidden if a user does not have the correct privileges. In order to make this information accessible to all self-managed users, we should add a "Migrate to Cloud" link in the Help menu of the Kibana header. It will go directly to the docs: https://ela.st/cloud-migration.
