[Infrastructure UI] Persist host filtering controls in the URL state

This issue is related to #140445. Currently, there is no support for URL state persisting or prefilling the control filters using a filter array:
More details are added in the description of this PR.

• Selected values from the control group should be added to the url state
• If there are filters added in the url state the selections should be prefilled in the control group

Once the Control API changes are ready this issue can be picked.

Next Steps

When the Control API change is ready the changes in this branch can be used to test the prefilling of the control panels from the URL state.
