Preconditions:

1. 8.4 Snapshot Kibana cloud environment should be available.
2. An agent should be installed.

Steps to reproduce:

1. Navigate to Fleet>Agents tab.
2. Click Add/remove tags under Actions.
3. Create exactly 3 tags with (20 characters) .
4. Observe tags are created.
5. Navigate to Agent details page and observe all 3 Tags are not visible.
6. Hover over the tags and observe still tags are not visible.

Expected Result:
Tooltip should be displayed under Agent details page when exactly 3 tags with 20 characters length are added to agent.

What's working fine:
On adding 4th tag to the same agent, Tags are visible under Agent details tab on hovering.

We have re-validated this issue on latest 8.4 Snapshot build and found it is fixed now.
