Kibana version: 6.0.0-beta1 BC5

Elasticsearch version: 6.0.0 - beta1 BC5

Server OS version: darwin_x86_64

Browser version: chrome latest

Browser OS version: OS X

Original install method (e.g. download page, yum, from source, etc.): from staging

Description of the problem including expected versus actual behavior: As observed on 6.0.0-beta1 BC5, if user makes changes in tag cloud - they apply without having to click apply(go button). This is the follow-up visualization refactoring: #12930. This is different to how other visualization types are handling it. Logging it here so that @elastic/kibana-visualizations can close it depending on how they move forward.

this was intentional, as tag cloud is the simplest vis we implemented it there, but we want to move forward in this direction for all charts.
