See #12501 for the build process issue.

Look at ts-loader and awesome-typescript-loader, which seems like they could fit our current webpack setup.

Closing in favour of #12501. Separating dev and prod build systems will make more sense for K7. For now we'll run as part of the existing Kibana build system.
