[Meta] [UX] Table truncation / UI enhancements for Rules / Rule monitoring / Exceptions tables

Summary

After conducting a full audit of the long text usage and other UI misalignments of different Tables in the Security app (e.g. Date format in table cells, long text behaviour etc.), the UX team as aligned on a general guidance (see detailed info in this doc). This meta issue is trying to align on those directions and fix some UI enhancements for the current Rules, Rule Monitoring and Exceptions UI.

Closing this issue because PR #118940 has been merged which addressed the design / UI enhancement for this issue.
