Currently, there is no out-of-the-box tool for monitoring failures with running transforms. Integration with the Kibana alerting framework will provide an easy way of receiving alerts and managing notifications for every transform created.

The new rule type should be part of the Stack rules section.

As the first step, we need to add a check to detect if the transform is not in started or indexing states.

It should be possible to assign multiple transforms to the same rule instance.
