[Fleet]: Policy name bread crumb behavior is not consistent on switching between policy sub-tabs.

Host OS and Browser version: Chrome, Firefox and edge

Preconditions:

1. 7.14 BC4 Kibana Cloud-staging environment should be available.

• Few policies should be available.

Steps to reproduce:
- Login to Kibana.
- Navigate to Policy tab.
- Select any policy say 'default policy' and navigate to policy detail page.
- Observe, Policy name bread crumb is displayed.
- Navigate to policy settings tab.
- Observe, Policy name bread crumb is disappeared.
- On switching back to Integrations sub-tab no Policy name bread crumb is displayed.

Expected result:

• Policy name bread crumb should be displayed on switching between policy sub-tabs.

What's not working:

• At agent tab, when user navigates to agent detail page, no bread crumb for host name adds up to bread crumb list.
  NOTE: In earlier versions, host name gets added to bread crumb list when user navigates to agent details tab.
