[Security Solution] Host Isolation Isolate and Release forms look inconsistent

Describe the bug:
The Isolate and Release forms look inconsistent.

The Isolate form looks like this:

The Release form looks like this:

The Release form should match the Isolate form. Specifically, the Isolate form has the correct text sizing and spacing for "Comments" and in the Release form the "Comments" text is too big.

Steps to reproduce:

1. Isolate a host
2. Go to Release the host
3. See the Release Form

Expected behavior:
The release form should match the Isolate form. The "Comments" text should be smaller and spaced correctly from the comments box.
