table borders disappearing in list tables after mouse over

Describe the bug:
Border between rows disappears in listing pages.

Steps to reproduce:

1. Install sample data set
2. Open visualize listing table
3. Mouse over rows. Notice how border between rows disappears

After mousing over rows, borders between rows are gone

I was not able to reproduce using the same version of Chrome. Could someone else on @elastic/kibana-design give it a shot and see if you're able to reproduce?

I was not able to reproduce using the same version of Chrome.

Try playing around with the zoom as well. Looks like the issue is fine at zoom 90% and 110% but the problem exists at zoom 100%

I was able to reproduce this and I don’t think the zoom step was necessary. Further, I was able to reproduce this in the EUI basic table docs, as well.

Basically, some fairly rapid, up and down mouse movement can produce the result.

Interesting. I'm still unable to reproduce in either the v7 or v8 themes in Chrome across both Kibana or the EUI docs. Looping in @elastic/eui-design.
